OVERVIEW

Why was the Committee formed?

The Government of India appointed the Balwantrai Mehta Committee on 16 January 1957 to examine the working of the Community Development Programme (1952) and the National Extension Service. These programmes, though well-intentioned, suffered from excessive bureaucratic control and lacked genuine people’s participation at the grassroots level.

The Problem

Community development was top-down. Local people had little say in planning or implementation. Development remained an official activity rather than a people’s movement.

The Solution

Introduce Democratic Decentralization — transfer real power, responsibility and resources to elected local bodies so that people can participate meaningfully in their own development.

Democratic Decentralization
Government should divest itself of certain duties and devolve them completely to local bodies, retaining only guidance, supervision and higher planning.

Three-Tier Structure
Establish Gram Panchayat (village), Panchayat Samiti (block) and Zila Parishad (district) with proper linkage through indirect elections.

Panchayat Samiti as Executive
Panchayat Samiti at block level should be the main executive body responsible for planning and implementation of development programmes.

Zila Parishad — Supervisory Role
Zila Parishad should act as advisory, coordinating and supervisory body. District Collector to be its Chairman.

There must be real transfer of power, responsibility and adequate financial resources to enable these bodies to function effectively.

LEGACY

Implementation & Lasting Impact

The recommendations were accepted by the National Development Council in January 1958. Rajasthan became the first state to implement the Panchayati Raj system on 2 October 1959.

By mid-1960s, Panchayati Raj covered over 96% of villages and 92% of rural population.
Became the foundation for the 73rd Constitutional Amendment Act, 1992 which gave constitutional status to Panchayats (Part IX).
Introduced the concept of Democratic Decentralization in Indian governance for the first time.
