NSE prepares a ₹30,000 crore IPO through a listing on BSE

The National Stock Exchange is preparing an initial public offering of about ₹30,000 crore, which would be India's largest. SEBI rules do not allow a stock exchange to list on its own platform because of the conflict of interest involved. NSE is therefore considering a primary listing on BSE followed by permission for its shares to be traded on NSE under the 'permitted to trade' route. BSE's management has objected to this approach, and SEBI had turned down a similar proposal from BSE in 2017. NSE accounts for about 93% of India's cash market turnover.

Bihar requires prior State consent for CBI probes into its employees

The Bihar government issued a fresh notification under Section 6 of the Delhi Special Police Establishment Act, 1946, through a Home Department memorandum dated 3 September 2026. It continues the CBI's general consent to investigate offences involving Central government employees, staff of Central public sector undertakings and private persons in the State. However, for cases involving Bihar government servants or employees of State-controlled or State-aided bodies, the CBI must now seek the State's prior consent case by case. Section 6 requires a State's consent before the CBI can exercise its powers in that State. In 2010 a Constitution Bench held that the Supreme Court and High Courts may order a CBI probe without State consent in exceptional cases.

Centre explains its position on totalisers for EVM counting

In the Supreme Court case on totalisers, the Centre set out its reasons for not favouring the devices, which would combine votes from about 14 polling booths before counting. A totaliser would prevent booth-wise results from being known, which supporters say protects voters from being identified by area. The Centre argued that booth-level results help candidates understand where they need to work and that intimidation on this basis is not widespread, and it also raised data security concerns. The Election Commission first proposed totalisers in 2008. The matter arises from a public interest petition filed in 2014.

Dragonflies, insects of the order Odonata whose lineage goes back about 300 million years, are declining in many parts of the world because of pesticides and climate change. Their nymphs eat large numbers of mosquito larvae, and adults prey on many agricultural pests. Because they are sensitive to water quality and chemical inputs, their presence is used as a sign of a healthy ecosystem.
