The Government of India has doubled the target quantity of rice to be sold through e-auctions under the Open Market Sale Scheme (Domestic), or OMSS (D), for 2026-27 from 25 lakh tonnes to 50 lakh tonnes, the Ministry of Consumer Affairs, Food and Public Distribution announced on 6 November 2026. Up to 31 October 2026, a total of 25 lakh tonnes of rice had already been sold to private parties through OMSS (D) e-auctions, compared with 11 lakh tonnes in the corresponding period of the previous financial year. Under the scheme, surplus stocks held in the central pool are offered in the open market to raise supplies and moderate prices. The decision forms part of a wider set of measures that includes mandatory weekly disclosure of rice and paddy stocks on the Food Stock Portal and a larger allocation of Bharat Rice to NAFED, NCCF and Kendriya Bhandar. The Ministry said the steps are meant to ensure adequate availability of food grains, maintain price stability and safeguard consumer interests.
India's chemicals and petrochemicals sector valued at about USD 220 billion, says PIB backgrounder
A PIB backgrounder released on 7 November 2026 described India as the sixth-largest producer of chemicals in the world and the fourth-largest in Asia, with the sector currently valued at around USD 220 billion. The sector is projected to reach USD 300 billion by 2030 and USD 1 trillion by 2040, and India is also the second-largest manufacturer and exporter of dyes and the third-largest exporter of agrochemicals globally. The three operational Petroleum, Chemicals and Petrochemicals Investment Regions at Dahej in Gujarat, Visakhapatnam–Kakinada in Andhra Pradesh and Paradeep in Odisha have together attracted ₹3.4 lakh crore of investment and generated about 3.7 lakh jobs. The BHAVYA Rasayan scheme, approved in July 2026 with an outlay of ₹3,030 crore, aims to set up three dedicated chemical parks of at least 2,000 acres each, with Central grants of up to ₹1,000 crore per park. The backgrounder also noted that 100 per cent FDI is permitted through the automatic route for most chemical sectors, and that the 14th India Chem was held in Mumbai from 22 to 24 October 2026.
E-way bill generation touches a record 156.21 million in October 2026
E-way bill generation rose 23.14 per cent year on year to a record 156.21 million in October 2026, compared with 126.86 million in October 2025, according to data from the Goods and Services Tax Network (GSTN) reported by Business Standard on 6 November 2026. On a month-on-month basis, generation increased 10.37 per cent from 141.53 million in September, which had itself been the previous record. An e-way bill is an electronic document required under the GST regime for the movement of goods worth more than ₹50,000, and it carries details of the goods, the consignor, the consignee and the transporter. Tax experts attributed the jump to strong festive-season demand, higher movement of goods and improved compliance following GST rate rationalisation. Because e-way bills track the physical movement of goods, they are widely watched as a lead indicator of GST collections.

Overall EV penetration rose to around 11.5 per cent from about 6 per cent a year earlier, although the share declined month on month in several segments because supply could not keep pace with demand. Electric commercial vehicles were the only category in which penetration improved sequentially, to 4.29 per cent.

6 storiesSupreme Court clarifies that its OBC creamy-layer judgment does not reopen concluded selections
The Supreme Court on 6 November 2026 clarified that its judgment of 11 March 2026, which upheld a 1993 Office Memorandum excluding parental salary and agricultural income from the income and wealth test for OBC non-creamy layer status, does not require a general revision of service allocations or seniority across past recruitment years. A Bench of Justices P. S. Narasimha and R. Mahadevan said that the judgment determined only the rights of the candidates who had approached the Court and does not furnish a ground for reopening selections or appointments concluded before 11 March 2026. Since services have not yet been allocated to candidates selected through the Civil Services Examination 2025, the Court held that the creamy-layer principle as interpreted in the judgment will govern the allocation of services to OBC candidates of that batch. The Bench extended by eight weeks the time for deciding similar claims pending before other courts and tribunals. It also said that the Centre is free to frame its policy on reservation and creamy-layer criteria in accordance with the Constitution, without prescribing any timeline.
