FRSR, CCS Leave Rules 1972, Pay Fixation, Joining Time and LTC: UPSC Guide
The Fundamental Rules and Supplementary Rules (FRSR) deal with major aspects of central government service conditions such as pay, duty and related entitlements. CCS (Leave) Rules, 1972 prescribe leave categories and conditions, while joining time and LTC have dedicated instructions. In recruitment tests, the key is to identify which instrument governs which benefit and to avoid treating illustrative entitlements as unconditional rights.

Leave accounts, differences and examples
Earned Leave (EL) is a full-pay leave account subject to prescribed credit and accumulation rules. Half Pay Leave (HPL) is a separate account, relevant to commuted leave subject to eligibility. Extraordinary Leave (EOL) typically carries no leave salary and is governed by its own conditions. Child Care Leave, maternity/paternity-related provisions and study leave are specialised entitlements dependent on the current rule and eligibility.
Scenario: An official requests commuted leave and has insufficient half-pay leave balance. You cannot substitute a full-pay leave assumption; the correct leave-account debit and certification must be examined. Leave is ordinarily subject to sanction and exigencies of public service under the applicable rules.
Pay fixation: work through the pay matrix
- Identify the employee’s current pay-matrix level and basic pay.
- Determine the nature of appointment: promotion, direct recruitment, transfer, deputation or special fixation.
- Apply the relevant option/increment provision where admissible.
- Place the resulting figure in the correct promoted or target level under the governing formula.
- Determine the date of next increment and record the option and sanction.
Example (conceptual, not a pay-fixation order): Employee A moves from Level 7 to Level 8. Do not simply add the difference between the level minima. Promotion fixation ordinarily involves applying the prescribed increment in the existing level and placement in the higher level, subject to the relevant rules and chosen date of fixation. Exact cells and effective dates are essential.
Joining time and LTC: comparison you should retain
| Joining time | LTC |
|---|---|
| Facilitates assumption of charge after qualifying transfer/appointment. | Allows eligible travel concession in prescribed block and conditions. |
| Depends on change of station, distance, mode and applicable rules. | Depends on family eligibility, destination, class of travel, block and claim documentation. |
| Not synonymous with earned leave. | Not a cash allowance usable without actually undertaking an admissible journey. |
Five exam checks: rule title, competent sanctioning authority, qualifying condition, permissible period/limit, and supporting documents. Read current DoPT relaxations separately: an exceptional dispensation is not the same as the ordinary rule.
