Bihar current affairs: what to prepare first

BPSC preparation becomes more effective when every news item is connected to Bihar’s geography, economy, society and administration. A scheme announcement is useful for Prelims because it contains a name, department, target group and date. The same announcement is useful for Mains when it explains an existing development problem, the method chosen to address it and the difficulties of implementation. Prepare both versions together instead of maintaining two unrelated notebooks.

This guide combines verified developments available on 23 October 2026 with a reusable method for studying Bihar schemes. It does not treat a political announcement, a budget provision and an operational benefit as interchangeable. A proposed university, for example, is different from a university that has admitted students. Similarly, an expenditure allocation is different from the amount actually released or spent. Those distinctions can decide both an objective answer and the quality of a Mains argument.

Verified 2026 developments worth revising

On 15 February 2026, the Bihar Chief Minister Secretariat reported a transfer of ₹2,500 crore to 25 lakh women under Mukhyamantri Mahila Rojgar Yojana, at ₹10,000 per beneficiary. Remember the event date with the figures. It describes that particular transfer, rather than proving that the same number is the lifetime beneficiary total. An original numerical check is straightforward: 25 lakh multiplied by ₹10,000 equals ₹2,500 crore.

The Secretariat’s 19 September 2026 account of the Bihar State Women’s Commission anniversary highlighted women’s participation in local bodies, JEEViKA-linked livelihoods and education support. It described a target of supporting 1,000 women through a PhD fellowship at ₹10,000 per month. Record this as a stated programme target in that dated account; do not automatically describe every intended fellowship as already disbursed. The same release discussed steps towards a dedicated women’s university, which should be tracked as a development in progress.

The Bihar Industries Department’s Udyami portal also carried selection and scrutiny updates for the 2025–26 entrepreneurial scheme cycle during 2026. For examination notes, distinguish application, provisional selection, document scrutiny and final selection. The Bihar DBT directory provides a useful cross-check for scheme names and implementing departments, including education and welfare schemes. Its update date indicates a directory update and should not be mistaken for the original launch date of the scheme.

Use the table as a preparation map, not as an eligibility certificate. Benefits, income conditions, age limits, documents and application windows must be checked against the relevant current departmental guidelines. Several programmes operate through overlapping institutions, so identify the scheme’s nodal department separately from the bank, district office or community organisation that helps deliver it.

Women, self-help groups and livelihoods

JEEViKA is the Bihar Rural Livelihoods Promotion Society’s community-based livelihoods programme under the Rural Development Department. For a descriptive answer, move beyond saying that it provides loans. Explain how a self-help group encourages regular savings, creates a credit history, supports collective procurement and reduces an individual’s information disadvantage. Federations can also provide a channel for training, public awareness and access to public services.

An effective answer should examine the full enterprise chain: finance, skills, input supply, production, quality control, transport and buyers. Giving initial capital may help a woman start poultry or tailoring, but sustained income depends on working capital, disease management or reliable orders. Use a Bihar-specific illustration such as stitching school uniforms or marketing farm products. Clearly label your illustration as analysis unless a departmental source verifies the actual programme arrangement.

Useful indicators include repeat borrowing, repayment quality, enterprise continuity, net income and women’s control over earnings. Counting group membership alone does not establish all these outcomes. This is a strong evaluation point for questions on empowerment because it separates participation in a programme from measurable economic independence.

Agriculture, water and disaster management

Bihar’s agriculture notes should connect cropping patterns with flood exposure, irrigation, storage and markets. North Bihar’s river systems, including the Kosi and Gandak, are important for understanding floods, while rainfall variability can create water stress elsewhere. A flood question should therefore examine preparedness, embankment maintenance, drainage, early warning, evacuation and rehabilitation rather than relying on a single engineering solution.

Prepare a district map for major agricultural products and verify changing rankings before memorising them. Makhana, maize, litchi and dairy offer useful entry points for discussing processing, cold chains, producer organisations and export opportunities. Avoid writing that a particular district is the largest producer unless the year and official dataset are available. A geographical indication identifies a protected geographical connection; it does not by itself prove a current production ranking.

For Jal-Jeevan-Hariyali, organise notes around water bodies, recharge, plantation and climate adaptation. Link local implementation to maintenance responsibility and community participation. In Mains, an original example of a restored pond can show benefits for groundwater, livestock and irrigation, while also identifying encroachment and recurring maintenance as practical constraints.

Education, health and social protection

Education schemes should be studied as a progression: enrolment, attendance, secondary-school retention, higher-education entry and employability. A scholarship may reduce financial barriers, while transport, safe accommodation and teacher availability address different constraints. In an answer on girls’ education, use this sequence to explain why cash support and institutional quality need to work together.

Health preparation should cover primary care, maternal and child health, nutrition, disease surveillance and referral systems. Separate an insurance entitlement from the physical availability of doctors and facilities. Similarly, distinguish a centrally sponsored programme implemented in Bihar from a scheme funded and designed by the state. Naming the wrong government or department is a common error in both objective questions and short descriptive answers.

Social protection notes should identify the intended risk: old age, disability, loss of a breadwinner, illness or loss of livelihood. Add the delivery channel and grievance mechanism. A short discussion of DBT should include bank-account access, correct beneficiary records and exclusion errors. Digital delivery can improve traceability while still requiring assistance for people who face documentation or connectivity barriers.

How to read the Bihar Budget and Economic Survey

Begin with the financial year, document title and whether a figure is a Budget Estimate, Revised Estimate or actual expenditure. Compare like with like. A large increase from a revised estimate may look different when compared with the previous budget estimate. Record the denominator when noting a percentage: a sector’s share of total expenditure is different from expenditure as a share of GSDP.

For the Economic Survey, prioritise growth, sector composition, per-capita income, agriculture, employment, health, education, infrastructure and public finance. Note the base year and price basis for income figures. Current-price growth includes price changes; constant-price growth attempts to isolate changes in output. State income and household income are related concepts but are not identical measures.

Create a one-page budget sheet containing five verified figures and five policy themes, rather than copying dozens of allocations without understanding them. For each theme, ask what problem the expenditure addresses, which institution implements it and how results could be measured. Add a source and page number beside every figure so it can be corrected quickly when a revised document appears.

A repeatable current-affairs notebook

Use one record per event with seven fields: event date, source date, topic, verified fact, static connection, Prelims question and Mains argument. A transfer under a women’s livelihood programme could connect to self-help groups, financial inclusion and rural non-farm employment. A new bridge could connect to river geography, market access, maintenance and disaster resilience.

Keep a separate status label: proposed, approved, launched, operational, expanded or evaluated. This simple habit prevents a common problem in monthly compilations, where a cabinet decision is later retold as a completed project. When two sources disagree, retain both dates and prefer the latest authoritative clarification rather than silently replacing the original note with an unattributed number.

Prelims practice with explained answers

Question 1: A release states that 25 lakh beneficiaries received ₹10,000 each. What is the total transfer? Answer: ₹2,500 crore. Convert lakh and crore carefully; the calculation is 2,500,000 × 10,000 = ₹25,000,000,000. This combines a current-affairs fact with elementary numerical reasoning.

Question 2: Does an allocation in a state budget prove that the entire amount has been spent? Answer: No. Allocation authorises or plans expenditure; release and actual spending are separate stages. An examination may test the difference through a statement-based question rather than asking for a definition directly.

Question 3: Is a DBT directory’s latest update date necessarily the launch date of every listed scheme? Answer: No. It may reflect a revised entry or administrative update. The original order or scheme guidelines are the better source for launch history.

Question 4: Which is a stronger outcome measure for an enterprise-support programme: registration alone or enterprise survival with higher net earnings? Answer: The latter. Registration is an output; sustained earnings and survival provide stronger evidence of economic outcomes.

Mains answer framework and weekly revision

For a question on women’s livelihoods, open with the Bihar context, explain the programme mechanism, identify two achievements using verified evidence, and discuss three constraints. End with practical measures: market linkages, training tied to demand, credit support, transparent monitoring and local grievance resolution. Avoid treating a target as an achievement or repeating promotional language from a press release.

Each week, revise ten Bihar events, locate five districts on a map, solve twenty statement-based questions and write two short answers. On the final day, audit the dates and sources in your notes. Retest errors after three days and again after a week. Use the current BPSC syllabus to decide whether a topic deserves factual detail, analytical treatment or only brief awareness.

Bihar current affairs: five deeper analytical dimensions

Migration and labour markets. In a Bihar-focused answer, migration should not be treated as a purely negative phenomenon. It can support household income through remittances and improve mobility, yet it can also reflect limited local opportunities, insecure working conditions and separation from family. Examine agriculture’s seasonal character, employment opportunities outside the State, skills, transport and industrial diversification. A balanced policy response may include vocational training, market-linked manufacturing, rural enterprise support, portability of social-security benefits and better labour-market information. In a Mains answer distinguish a cause, an observed consequence and a policy response, rather than merely writing that migration should be stopped.

Floods as a governance problem. Flood management is more than building embankments. Bihar’s northern rivers are influenced by catchment conditions, sediment load, rainfall, drainage congestion and settlement exposure. A strong answer would discuss flood forecasting and early warning, cross-border and inter-state coordination where relevant, maintenance of protective infrastructure, planned settlement, crop insurance and community preparedness. Add climate adaptation, watershed management and transparent relief distribution. For Prelims, revise river origin, tributary and broad location; for Mains, explain why the physical hazard becomes a human disaster when vulnerable homes, livelihoods and services are exposed.

Public finance and outcome budgeting. A Bihar development question may ask whether allocating more money to education automatically improves learning outcomes. A good response says no: spending needs trained teachers, functioning facilities, textbooks, student participation, monitoring and evidence of progress. Distinguish inputs (money and personnel), outputs (classrooms or training sessions) and outcomes (learning, attendance or employability). Use this framework for health, nutrition, rural roads and skill programmes. Budget and Economic Survey statistics should always be associated with a particular year.

Local governance and service delivery. Panchayati Raj institutions and urban local bodies face issues of capacity, administrative staffing, accountability and financial resources. For a question on drinking-water infrastructure, identify planning, fund flow, procurement, quality testing, repair systems and community participation. Explain the relationship among State departments, district administration, Panchayats and beneficiaries. This method works for public distribution, rural roads, sanitation and local health services as well. Give a Bihar example only when it can be verified, not an invented success story.

Heritage and economic development. Bihar’s Buddhist, Jain and ancient-university heritage can support tourism, transport, hospitality, conservation and local jobs. Mains answers should also recognise preservation, visitor management, interpretation facilities and distribution of benefits to nearby communities. A useful comparison is tourism infrastructure versus conservation capacity: both are needed, and one should not undermine the other. Connect Champaran’s nationalist significance to historical tourism while distinguishing it from sites associated with ancient Magadha.

Five Mains practice prompts

Write 150–250 words on each: (1) Flood management in North Bihar requires a shift from relief to resilience—examine. (2) Discuss migration and local employment opportunities in Bihar’s economic development. (3) How can education spending be linked with learning outcomes? (4) Evaluate the role of Panchayats in last-mile welfare delivery. (5) Explain the development potential and conservation challenges of Bihar’s historical heritage. For each answer, use a three-part structure: short context, balanced analysis supported by verified facts, and a practical conclusion. Avoid unsupported statistics and unverified scheme benefit amounts.
