1. EO/AO vs APFC — posts at a glance
UPSC recruits two flagship EPFO cadres that aspirants often prepare together because the Recruitment Test syllabus is almost identical. The difference in pay, group status and age limit is material—treat them as related but distinct careers.

2. Official pay scale & basic pay
After the 7th Central Pay Commission, EPFO posts use the same Pay Matrix as Central Government. The advertisement quotes the Level, not a city-specific in-hand figure. Basic pay is the foundation; DA, HRA and Transport Allowance ride on top of it.
| Component | EO / AO | APFC |
|---|---|---|
| Pay Matrix Level | Level-08 | Level-10 |
| Starting Basic Pay | ₹47,600 | ₹56,100 |
| Pay band / scale (matrix range) | ₹47,600 – ₹1,51,100 | ₹56,100 – ₹1,77,500 |
| Group status | Group B, Non-Ministerial | Group A (Central Board), Non-Ministerial |
| Pension scheme | NPS (w.e.f. 01-01-2004, as notified) | NPS (w.e.f. 01-01-2004, as notified) |
| Probation | Two years (Advt. 52/2025) | One (01) year (Advt. 52/2026) |
Annual increments follow the Pay Matrix cell progression. DA is revised twice a year based on the All-India CPI-IW. As of 1 January 2026, Dearness Allowance for Central Government employees stands at 60% of basic pay (2-percentage-point hike from 58%). EPFO follows central DA rates via its own circulars.
3. In-hand salary calculator (illustrative, October 2026)
In-hand pay is not printed in the UPSC advertisement. It varies with (a) DA percentage, (b) HRA city class or government quarter, (c) Transport Allowance city class, (d) NPS / other deductions, and (e) income tax. The tables below use DA = 60% and typical HRA rates under 7th CPC (X/Y/Z cities: 30% / 20% / 10% of basic). Treat them as planning estimates, not pay slips.
EO/AO — illustrative monthly gross (Level-8, basic ₹47,600)
| Component | X-city (30% HRA) | Y-city (20% HRA) | Z-city (10% HRA) |
|---|---|---|---|
| Basic Pay | ₹47,600 | ₹47,600 | ₹47,600 |
| DA @ 60% | ₹28,560 | ₹28,560 | ₹28,560 |
| HRA | ₹14,280 | ₹9,520 | ₹4,760 |
| Transport Allowance + DA (Levels 3–8) | ₹5,760 (₹3,600 + DA) | ₹5,760 in the 19 higher-TA cities, else ₹2,880 | ₹2,880 (₹1,800 + DA) |
| Indicative monthly gross | ₹96,200 | ₹88,560 – ₹91,440 | ₹83,800 |
APFC — illustrative monthly gross (Level-10, basic ₹56,100)
| Component | X-city (30% HRA) | Y-city (20% HRA) | Z-city (10% HRA) |
|---|---|---|---|
| Basic Pay | ₹56,100 | ₹56,100 | ₹56,100 |
| DA @ 60% | ₹33,660 | ₹33,660 | ₹33,660 |
| HRA | ₹16,830 | ₹11,220 | ₹5,610 |
| Transport Allowance + DA (Level 9 and above) | ₹11,520 (₹7,200 + DA) | ₹11,520 in the 19 higher-TA cities, else ₹5,760 | ₹5,760 (₹3,600 + DA) |
| Indicative monthly gross | ₹1,18,110 | ₹1,06,740 – ₹1,12,500 | ₹1,01,130 |
Transport Allowance rates are from the Department of Expenditure OM No. 21/5/2017-E.II(B) dated 07.07.2017 (₹7,200 / ₹3,600 for Level 9+, ₹3,600 / ₹1,800 for Levels 3–8, plus DA). The higher rate applies in the 19 cities listed in that OM (including Delhi, Mumbai, Kolkata, Chennai, Bengaluru, Hyderabad, Pune, Ahmedabad and Patna). Gross figures are before NPS and income tax.
Coaching portals often publish single-point in-hand numbers such as ≈ ₹83,000 (EO/AO) or ≈ ₹1.07 lakh (APFC). Those figures usually assume a specific DA snapshot, Y-city HRA and a particular TA slab. Because DA is now 60%, older screenshots understate current gross. Prefer the component method above and recompute whenever DA or HRA rules change.
4. Allowances & perks
Beyond basic + DA + HRA + TA, EPFO officers commonly receive or become eligible for the following (exact eligibility is governed by EPFO / DoPT / Finance Ministry rules and may require verification at the time of joining):
- Dearness Allowance — percentage of basic; revised biannually; currently 60% (Jan 2026).
- House Rent Allowance / Quarters — HRA if living in rented house; alternatively, departmental accommodation where available (HRA then stops).
- Transport Allowance — city-class based; DA is also paid on TA under 7th CPC rules.
- Medical facilities / FMA — reimbursement or fixed medical allowance as per EPFO medical rules.
- Leave Travel Concession (LTC) — as applicable to Central / EPFO employees.
- Children’s education related reimbursements — subject to prevailing ceilings.
- Leave, NPS, gratuity & leave encashment — standard long-term benefits for permanent appointees.

5. Job profile & daily duties
UPSC’s own duty statement for both cadres is almost word-for-word identical at the functional level. The difference is mainly seniority, decision span and supervisory load.
| Function area | What officers typically handle | EO/AO focus | APFC focus |
|---|---|---|---|
| Enforcement | Coverage of establishments, inspections, compliance under EPF & MP Act / schemes | Field inspections, inquiry notes, follow-up | Supervise teams, approve actions, handle escalations |
| Recovery | Assessment of dues, recovery certificates, coordination with employers | Case preparation & recovery follow-up | Strategy, high-value cases, legal coordination |
| Accounts | Cash book, bank reconciliation, MIS returns | Day-to-day accounting accuracy | Oversight, audit responses |
| Claims / Pension | Settlement of PF / pension / insurance claims | Processing & verification | Quality control & grievance redress |
| Legal | Prosecution / quasi-judicial work as authorised | Case files, evidence compilation | Hearings, orders, representation strategy |
| Administration & IT | Office admin, computerised workflows, citizen services | Operational desk + field mix | Branch / office management |
Official wording (UPSC Advt. 52/2025 & 52/2026): duties “inter alia are to look after the work of Enforcement, Recovery, Accounts, Administration, Cash, Legal, Pension and Computer which include(s) the statutory and administrative functions like conducting inquiry; settlement of claims; General Administration, maintenance of Cash Book/Reconciliation of Bank Statements; MIS returns etc.”
In practice, a young EO/AO spends substantial time on establishment inspections, claim pendency clearance and compliance drives. An APFC sits higher in the hierarchy—more file work, more meetings with employers/unions, more responsibility for office KPIs—while still remaining operationally close to the field compared with many other Group-A services.
6. Promotion hierarchy
EPFO has a structured cadre ladder. Exact residency periods and vacancy-year ratios are governed by EPFO recruitment / promotion regulations and can change; treat the years below as the commonly cited pattern, not a guarantee.
| Stage | Designation | Typical pay level (indicative) | Notes |
|---|---|---|---|
| Entry (direct) | EO / AO | Level 8 | UPSC Group B entry |
| Next | APFC | Level 10 | Also direct UPSC entry; promotees from EO/AO join here |
| Next | Regional PF Commissioner-II | Level 11 | Regional leadership track |
| Next | Regional PF Commissioner-I | Level 12 (Level 13 in the non-functional selection grade) | Larger charge |
| Next | Additional Central PF Commissioner | Level 13A | Zonal / HQ roles |
| Next | Addl. CPFC (HQ) | Level 14 | Policy & HQ leadership |
| Apex | Central Provident Fund Commissioner | Apex post of the organisation | Appointments as per Government of India process |
Pay levels for RPFC-II (Level 11), RPFC-I (Level 12) and Additional CPFC (Level 13A) are as stated in EPFO’s own promotion orders; RPFC-I (NFSG, Level 13) and ACC (HQ) (Level 14) follow the Commissioners’ Cadre schedule of EPFO’s recruitment regulations.
Direct APFC recruits start two levels above EO/AO in pay and one group above in status, which is why competition for APFC is sharper even when the written paper looks similar.
7. Work-life balance & posting reality
- Headquarters mentioned in ads: New Delhi — but officers serve across India; APFC expressly carries All India Service liability.
- Field vs desk: EO/AO roles are hybrid. Inspection seasons, recovery drives and claim campaigns create temporary spikes; otherwise the rhythm is closer to a regulatory office job than a police / revenue field job.
- Transfers: Expect periodic transfers between regions/offices. Family planning should assume mobility, especially in early years.
- Training & probation: APFC probation is notified as one year (Advt. 52/2026). Salary is paid during training/probation as a permanent appointee—confirm joining circular for exact stipend vs full pay practice for your batch.
- Public interface: High—employers, employees, pensioners and unions. Soft skills matter as much as statute knowledge after selection.
8. Comparison with similar exams
| Exam / Post | Starting basic (order of magnitude) | Selection flavour | Why aspirants compare |
|---|---|---|---|
| EPFO EO/AO | ₹47,600 (L-8) | UPSC RT + Interview | Strong social-security niche, decent WL balance |
| EPFO APFC | ₹56,100 (L-10) | UPSC RT + Interview | Group A, same syllabus family as EO/AO |
| RBI Grade B | Higher basic under RBI scales | Phase I/II + Interview | Heavier finance, different lifestyle/posting |
| SEBI / NABARD Grade A | Regulatory pay scales | Online phases + Interview | Market / development finance focus |
| State PSC / BPSC posts | State pay matrices | Prelims-Mains-Interview | Home-cadre preference vs All-India EPFO |
If your priority is Central social-security administration + courtroom-adjacent quasi-judicial work + predictable office culture, EPFO ranks very high. If your priority is pure market regulation or monetary policy, RBI/SEBI may fit better despite different stress profiles.
9. How salary knowledge helps your preparation
Knowing the job is not vanity—it sharpens interview answers and keeps motivation realistic during a long UPSC EPFO cycle (notification → RT → scrutiny → interview → final merit).
- Link labour codes, EPF Act themes and social security current affairs to real EO/APFC tasks.
- Use UPSC EPFO APFC Notification 2026 so salary dreams stay tied to an actual calendar.
- Benchmark competition via UPSC EPFO APFC 2026 exam hub—APFC RT cut-offs run meaningfully higher than EO/AO.
