Dak and receipts: what the dealing hand must establish
Start by identifying the sender, date, subject, enclosures and urgency. Check whether a related file already exists before opening another one. An incomplete attachment should be identified expressly, especially where it affects the requested decision.
An electronic receipt still needs ownership and tracking. Forwarding a message to several people is not the same as assigning action. Record the responsible section and monitor the action required. Sensitive material requires appropriate access controls rather than unrestricted circulation.
File number, subject and references
A useful file reference connects the subject classification, serial identification, year and handling office according to the approved departmental system. Do not assume that every ministry follows one universal punctuation pattern. Use the local approved classification and numbering instructions.
Illustration only: 12/3/2026-Estt. can be read as a structured reference whose components help identify the case. This is not a mandatory numbering format for every office. The file subject should be short, specific and stable enough to support later retrieval.
Noting versus drafting
| Noting | Drafting |
|---|---|
| Internal analysis for the decision-maker | Text proposed for issue outside the file |
| Explains facts, rules, options and recommendation | Communicates the decision and required action |
| May discuss alternatives and unresolved questions | Must avoid presenting unapproved alternatives as orders |
| Uses references to supporting records | Uses correct addressee, authority, date and enclosures |
Write a decision-ready note
Use this sequence: issue for decision; relevant facts; applicable authority; financial or administrative implications; options; recommendation; approval sought. Cite the actual paragraph or document when the reader needs to verify a fact.
Weak note: ‘Please see and approve.’ Improved note: ‘Approval is sought to obtain the missing utilisation statement from the implementing agency before processing the next release, as the current file contains expenditure details only up to June.’ The second note identifies the action and the reason without burying the decision in background.
Choose the appropriate communication
An office memorandum, letter, office order, notification and interdepartmental reference serve different purposes. Identify the nature of the action before choosing the form. A routine internal administrative order should not casually be described as a statutory notification.
For a draft, check the recipient, subject, reference, approval, operative instruction, deadline if authorised, signatory and enclosure list. Read it once as the recipient: is it clear what action is required and by when? This test catches many avoidable drafting errors.
eOffice and records management
Electronic processing improves traceability only when users maintain accurate metadata, links and attachments. A file should tell the decision story: what was received, what was considered, who approved it and what was issued.
After disposal, assign the appropriate record category and follow the applicable retention schedule. Closing a case is different from deleting it. A useful revision exercise is to take one hypothetical purchase request and reconstruct its receipt, note, approval, issue and record stages.
PYQ practice without invented attribution
Use the official UPSC question-paper archive to locate the relevant post and year. Record the exact question number before describing an item as a PYQ. Where only a memory-based question is available, label it accordingly and do not claim that the Commission has confirmed its wording.
Build an error log with four headings: concept, why the wrong option looked plausible, correct distinction and manual reference. This works particularly well for noting versus drafting, file versus receipt, and record retention versus disposal.

Frequently asked questions
Which edition is CSMOP 2022?
The sixteenth edition.
Is a note the same as a draft?
No. A note supports internal examination; a draft is proposed text for communication.
Is one file-number format compulsory everywhere?
Follow the department’s approved system rather than treating an illustration as a universal rule.
Does an eFile remove approval requirements?
No. The medium changes; competence, examination and authorisation still matter.
Are the practice questions actual PYQs?
They are original exercises. The source section points to the official paper archive for verification.
